数字保护主义与特朗普政府5G战略

摘要：

随着逆全球化浪潮的持续汹涌以及"技术后坐力"问题的显现,自由化的数字秩序受到严重冲击而逐渐陷入失序和混乱状况,数字保护主义和技术民族主义应时而生,特朗普政府随即推出5G战略。总体而言,特朗普政府的5G战略坚持以市场为导向、以发展为内核的整体性发展策略;坚持以利益为核心、以美国为主导的实用性发展策略;坚持以霸权为目标,以霸凌为底色的零和性发展策略;坚持以维护美国霸权地位为根本,以确保美国国家安全利益为核心;以塑造5G生态系统为关键,以打压遏制中国崛起为重点,属于典型的进攻型发展战略。特朗普政府以"国家频谱战略"为依托,积极推动5G商业化运作模式,加速现代化的基础设施建设进程,制定整体性的法规和政策,助推5G发展问题安全化,全力加速美国5G发展。
