利益集团对美欧贸易谈判决策的影响机制研究——对美国和欧洲商会的比较分析

美欧双边自由贸易谈判从2016年初之后逐渐陷于停滞,但在2018年7月下旬后出现有望重启的迹象。在这一曲折变化的过程中,美欧内部利益集团的影响不容忽视。本文将"双层博弈"的视角与"多源流决策"的模型相结合,形成分析框架,并选取美欧工商界最具代表性的"伞状组织"美国商会和欧洲商会作为观察对象,比较其对2016-2018年的美欧贸易谈判决策施加影响的节奏、效果和路径选择的异同。结果发现,这两家商会能够紧跟美欧贸易谈判的决策节奏而开展活动,但其影响效果有限,同时两者借助会议平台施加决策影响的路径亦存在差异。本文的研究有助于揭示工商界利益集团在美国和欧盟决策体系中的位置与作用的差异。
