2016年6月,欧盟根据其战略环境的变化制定了新的全球安全战略,其中展现出对亚太地区的鲜明政策调整。这种转向既立足于欧盟的发展需要,更着眼于亚洲的全球影响力提升,同时也受美国的亚太政策影响。从整体上来看,欧盟的亚太政策具有战略提升、规则至上、网络建构、实用原则与地缘政治色彩等不同特征。然而,其亚太安全政策的实施效果却面临着欧盟内部裂变、美国战略调整以及中国等亚太主要国家的战略回应等多方面的制约。
