REDD+是利用森林碳汇应对气候变化的机制,通过市场化的手段减少发展中国家的森林砍伐和退化。本文回顾了REDD+机制的发展历程和进展,讨论了当前关注的热点问题和争议,包括基准线设定的复杂性、融资机制的多元化发展、MRV制度的逐步善和激励机制的创新融合等,并对未来的争议热点进行了展望。
