印尼的“印太转向”:认知、构想与战略逻辑

摘要：

近年来,"印太"成为频繁使用的地缘政治概念,背后反映了印太地缘政治的变迁。地处两大洋与两大洲交汇处的印度尼西亚对这种变迁极为敏感,不仅对国家发展方向进行"印太转向"的战略调整,而且在区域层面提出"印太合作构想"并推动东盟通过了《东盟印太展望》。印尼对"印太"的反应如此积极,与其"印太"认知密不可分。鉴于此,文章在梳理印尼"印太转向"进程的基础上,从新古典现实主义视角重点分析印尼对"印太"的威胁认知和利益认知。文章认为,印尼决策层通过国内因素这一干预变量对其面临的区域性国际体系压力的认知是其"印太转向"战略逻辑的基础。印尼推进印太战略转向并实现其印太构想仍面临来自国际体系和国内层面的诸多制约,其对中印尼关系及印太区域关系的影响值得关注。
