文官公共服务能力建设:英国的经验及启示

摘要：

公共服务提供的日益社会化和市场化对公务员的公共服务能力提出了新的要求。本文分析了英国最新一轮文官公共服务能力建设的背景,介绍了英国在文官能力建设上的做法及其着重建设的四项能力:领导与管理变革;商业技能与行为;有效地提供项目和计划;重新设计服务和服务的数字化提供。本文在此基础上也探讨了英国的经验对我国在公务员公共服务能力建设上可能具有的启示。
