我国中小城镇污水处理厂管理运营的市场化模式探讨

摘要：

我国中小城镇污水处理厂建设迅速推进,如何确保这部分已建和待建的污水处理厂能够有效运营成为我国当前重要挑战。污水处理的市场化是解决这一问题的主要途径,但是必须根据我国城镇的实际情况选择合适的市场化模式。文章采用了世界银行的分析框架,指出我国城镇地区经济发展水平较低,价格体系和信息体系尚不健全,政府的规制能力不足,应当从管理合同起步,并且从城镇联合、信息公开、招投标运作、公共财政支持等方面确保城镇污水处理服务市场的竞争性,逐步提高政府的管制能力,为进一步的市场化奠定基础。
