应急管理中的跨区域协同

摘要：

发展应急管理跨区域协同是发挥我国应急管理体系的特色与优势、积极推进应急管理体系与能力现代化的一条重要路径。作为应急管理多主体协同的重要维度之一,跨区域协同的开展有助于应急管理作为复杂适应系统的有效运行,以实现集体绩效最大化。虽然我国《突发事件应对法》并未为应急管理跨区域协同提供法律授权,但在实践中,我国发展了面向区域一体化和基于对口支援两种模式的应急管理跨区域协同,显著提升了应急管理的集体绩效,凸显了中国应急管理"举国体制"和"全国一盘棋"的特色与优势。我国要积极推进应急管理体系与能力现代化,有必要进一步发展应急管理跨区域协同。因此,在《突发事件应对法》修订中,有必要为开展两种类型的应急管理跨区域协同提供法律授权并在实践中推动其不断完善。
