地区间主义视角下欧盟与南方共同市场的合作

摘要：

欧盟与南方共同市场的制度合作是欧盟主导下的南北型的地区间主义。现阶段的互动进程充分体现了地区间主义是欧盟实现其全球战略的工具。地区间主义的首要功能是对美国单极霸权的制度制衡。欧盟的外交目标还包括通过地区间主义的"多层级效用"为欧盟多边主义的国际行为提供辅助性支撑以及通过制度建设、形成集体共识输出欧盟的价值和模式,进而构建一个符合欧洲价值体系的世界秩序。国际体系的变革、欧盟无法有效平衡对成员国的国内承诺与多边主义的国际承诺、欧盟的内部危机导致支持地区间主义的意愿和能力下降以及欧盟向跨地区主义转变,在变革与转型的时代进程中欧盟与南方共同市场的合作具有不确定性。
