摘要：

在有效推进区域治理和积极应对全球化的进程中,欧盟也在不断构建和完善自己的全球治理战略。欧盟支持并参与国际机制的非根本性改革,以整体身份谋求在国际事务中的代表权和话语权,提高集体军事行动能力,通过提供全球公共产品担当全球公益领域治理的主导。欧盟的全球治理战略表现出包容与排外相混合、有效多边主义、关注全球公益、推广欧盟式民主等特点,但在实施过程中,也面临着决策效率低、行动能力差、内部立场不统一等诸多制约。
