In order to shed light on the existence of autocracy in China, this essay examines the institutional framework and activities of the Qing county governments. The adiministrative staff in the county government was primarily composed of regular officials,assistant officials, clerks and private secretaries. Although the Qing government took a series of step aimed at strengthening official disciple, graft remained common. Most officials kept to their old ways and many neglected their duties. This proves that autocratic government without democratic institutions, Cannot solve the problems of official corruption
