摘要：

作为一种综合性金融服务模式,互联网金融混业经营特征明显,这与我国目前金融业分业监管制度背道而驰。现阶段的金融监管模式无法与互联网金融产业发展监管需求相匹配,制定针对性的互联网金融监管体系势在必行。本文基于我国互联网金融发展与政府监管之间的"驱动-反应"协同互动模式,通过明确我国互联网金融监管的演变趋势,以监管资源碎片化及协同创新理论为基础,引出互联网金融协同监管的组成要素及特征,包括创新监管主体、制度安排、金融监管科技及可竞争的监管市场;最后通过构建我国互联网金融协同监管体系框架,并着重分析该协同监管体系内的跨部门协同治理机制,以协调不同监管主体的监管职能,为开展互联网金融协同监管提供现实基础和可靠依据。
