陆克文政府气候变化与能源政策评析——兼论其对中国的启示

摘要：

作者从澳大利亚与发达国家的关系、澳大利亚与发展中国家的关系以及陆克文政府与霍华德政府政策比较的三个视角,分析了陆克文政府未来的气候变化与能源政策特点,其分别是:第一,在发达国家阵营内,从追随美国制衡欧盟演变为在美欧之间权衡;第二,在与发展中国家的关系的方面,陆克文政府坚持"有限区别"原则与合作原则;第三,与霍华德政府的政策仍有继承和衔接,其目标是本国利益最大化。澳大利亚气候变化政策新动向给中国的启示是:中澳两国应加强能源合作(特别是在清洁能源及科技服务方面的合作),中国还应借鉴澳大利亚产业转型经验并在能源服务方面进行金融创新。
