摘要：

经济学界普遍认为,产权途径是解决公共池塘资源的有效制度安排。当前,水资源产权制度建设也是水管理现代化治理的重要制度创新,需要从产权和产权制度的规范研究中破题。在梳理产权理论学派观点的基础上,界定产权、产权制度、水资源产权制度的内涵,提出产权制度下水资源治理变革思路,建立水资源产权制度与水资源治理效率关系的理论模型,提出产权制度框架下我国水资源现代化治理逻辑框架及对策建议。
