摘要：

公众对公共图书馆服务的认可是衡量公共图书馆社会效益的重要指标,针对公众对公共图书馆服务认可的主观性和模糊性等特点,运用条件估价法(C V M)获取被调查者愿意为公共图书馆支付的税金,作为衡量公众对公共图书馆的认可度;将此意愿支付值作为公共图书馆的社会收益,结合公共图书馆的投资成本,计算公共图书馆的投资收益率(R O I值),以此评价图书馆的社会经济效益。运用此评价模型研究我国国家图书馆的社会经济效益,对其进行实证分析和国际比较,结果表明目前国家图书馆的社会效益还有待提高。
