摘要：

The productive forces are the material fundation of social development. Without the qualitative changes of productive forces the production relation couldn't be changed qualitatively. Therefore without industrial revolution the seeds of capitalism couldn't develop into capitalism. Industralization is the foundation of modernization. So bypassing industrilization there is no meaning to talk about realization of modernization. The evolution from agricultural civilization to industrial civilization is the necessity of human society. But not every country or every region could be the breakthroughpoint. From the angle of development of human society the original creation and emulation are only the different forms of social development.
