Taking the Charter of the City of Berkeley, California, as the ob-ject of a case study, this article investigates the local autonomy under the U. S. destitution. Studies are made of the division ofpower between state and city, the city manager System in Berkeley, disciplines for city government and its officials, and themechanism of social supervision stipulated in the Charter. The author believes that the implementation Of the autonomy at thegrass-roots level will greatly enhance the constitutional awarenessof American people despite all the deficiencies in the Present sys-tem.
