摘要：

通过论述发达国家波浪能资源的发展政策,主要研究英国、美国、澳大利亚、爱尔兰等国家的波浪能相关政策状况及一些成功的政策举措,在对我国波浪能的特点进行分析的基础上,描绘出我国波浪能发展状态与相关政策的情况,并据此提出相应的推进对策。
