电子资源许可使用的发展脉络研究

摘要：

国外的电子资源许可使用经历了4个不同的发展阶段:萌芽阶段、初始阶段、发展阶段、高潮阶段,其间,许可使用的相关规范与指导原则纷纷出台,许可使用专项研究陆续启动,许可费用模式相继推出。相比来看,国内许可使用的实践和理论的发展过程比较缓慢。因此,应吸取国外许可使用的先进理念,制定满足中国国情的电子资源许可使用规范,推出符合国情特点的许可协议模型,为我国许可使用实践活动的进一步开展提供良好的发展契机。
