摘要：

中国城市社区卫生服务改革十年来,机构网络已经基本建成,但是政策目标尚未充分实现。社区卫生服务的可及性、质量、效率等均有待改善。本文深入分析了妨碍社区卫生服务发展的系统障碍,并依照国际经验,对新一轮的社区卫生改革政策提出了建设性的建议。
