基于基尼系数法的全国安全社区数量分布规划

摘要：

为了评价我国安全社区分布均衡度,提出合理可行的安全社区数量分布规划方案,采用基尼系数方法,以人口密度和人均GDP作为评价因子,对中国大陆31个省份2015年前备案的安全社区数量进行统计分析;按照规划目标,设置规划求解约束条件,并进行公式编辑,求得2016-2020年全国安全社区数量分布规划方案的最优解。结果表明:当前全国各省份和区域的安全社区建设数量严重不均衡;考虑人口和经济发展因素,为实现全国安全社区建设的均衡发展,应重点加强上海、天津、北京、河南和浙江,即东部沿海、长江中游和北部沿海区域的安全社区建设工作。
