摘要：

政府技术采购在国外已经成为了一项卓有成效的推动技术创新的政策工具。归纳出了国际上进行政府技术采购的3种模式,即招标采购模式、合作伙伴模式和政府引导模式,并通过对它们的比较,分析了各模式的适用范围、主要内容和对我国政府技术采购的借鉴意义。
