金砖国家与“保护的责任”

摘要：

"保护的责任"与金砖国家的兴起是当前国际秩序变动的重要表征。金砖国家在"保护的责任"理念的发展过程中发挥了不容忽视的作用。金砖国家对"保护的责任"有自己的理解,特别是对第三个支柱中的强制性干预持怀疑态度。金砖国家对规范建设的审慎参与促成了"保护的责任"的稳妥发展与适当调整。同时,在叙利亚危机等问题上,金砖国家的立场也存在微妙差异。中俄对于制裁及强制手段的反对更为明确,而印度、巴西和南非的态度则相对灵活。这是由各国不同的秩序理念、现实诉求以及外交能力所决定的。金砖国家对"保护的责任"与国际强制干预的保留态度还将继续,但不应将其简单视作阻力,巴西提出"保护过程中的责任"等努力显示,金砖国家有可能在"保护的责任"的演进中扮演更为积极主动的角色。
