摘要：

治理机制是网络治理的前提与基础,治理能力是网络治理的目标和绩效体现,完善的治理机制是提升治理能力的保障。本文将网络组织作为研究对象,运用文献回顾与检索、归纳分析以及专家访谈等方法,就网络组织治理机制对治理能力的影响进行理论分析。本文的创新性在于,开发了网络治理能力量表,并进行严谨的信度效度检验,提出改进治理能力的措施建议。
