摘要：

设立河北雄安新区是以习近平同志为核心的党中央作出的一项重大历史性战略选择,是千年大计、国家大事。雄安新区的安全发展,要用最先进的理念从顶层设计开始进行构建。本文从安全韧性城市先进理念出发,对韧性概念的源起与内涵、安全韧性城市发展趋势进行分析,提出城市安全韧性表征模型,阐述安全韧性城市所应具备的特征。依据雄安新区的定位与特点,剖析凝练雄安新区"规划—建设—运行"全过程所应具备的安全韧性特征,为构建安全韧性雄安提供科学参考。
