摘要：

文章在总结美国政府面向电子治理的信息技术应用情况的基础上,归纳政府信息技术应用的影响因素,从而提出我国应分别从加强社交工具应用、发展移动政务、完善信息基础设施建设、构建信息技术研发机制、提高信息技术接受能力等方面完善政府信息技术应用,以期提高我国电子治理效果。
