鸿沟与跨越:依“数”治理的趋势与双重效应

摘要：

伴随着信息和通信技术的不断发展,大数据技术被越来越多地引入到政府治理与公共决策中,用以解决日益复杂的公共事务与公共问题,催生了以智慧城市、智慧决策为代表的依"数"治理模式。大数据技术应用于治理,一方面提高了政府效能、优化了政府工作流程、改善了政府与社会的互动;另一方面也导致了诸如"数字利维坦"、"专家行政"和"数据鸿沟"等问题的出现。技术的进步带来政府行政行为的优化,同时也强化了官僚制组织,加深了人们对技术的依赖。鉴于大数据技术(工具理性)与大数据治理(价值理性)之间的张力,我们需要对之加以反思,通过公共价值管理对这两种取向加以整合与统一。
