摘要：

剖析了开放政府数据的内涵,阐述了开放政府数据的法律属性及许可机制在政府数据开放中的功能,分析了国外政府数据开放许可使用的3种主要模式,即知识共享许可、开放数据库许可、自行定制的许可,并提出了我国政府数据开放许可使用的可行性模式及政府数据许可使用规范和机制。
