中印信息技术产业创新政策工具比较研究

摘要：

基于中印1990-2013年与信息技术产业相关的技术创新政策,利用Rothwell和Zegveld(1981)技术创新政策工具分类,比较了中印信息技术产业创新政策工具在供给导向、环境导向和需求导向下的异同。结果发现,在供给导向下,两国使用政策工具比例相当,且信息工具是两国最常用的供给工具;在环境导向下,中国使用的工具比例高于印度,但印度更倾向于通过法律规制工具突出政策的延续性和权威性;需求导向下,印度使用的工具比例高于中国,表明印度信息技术产业的发展比中国更成熟。最后,提出了统筹设计供给导向型政策工具、合理布局环境导向型政策工具、大力推进需求导向型政策工具的使用、主动构建信息技术产业生态系统等政策建议。
