摘要：

欧洲主权债务危机推动并放大了德国在欧盟的地位和作用。欧盟成员国出于不同的政策理念和利益诉求,对德国在危机中的表现持不同期待和评价,反映出巨大的认知差距。其中,"专制领导"、"犹豫领导"以及"法德主导"是三种典型认知。上述多重认知是欧盟制度缺陷、法德行为方式以及成员国利益分歧等一系列因素综合作用的结果。欧盟建设当前处于关键节点,德国如何应对上述认知,进行政策选择,对于欧盟建设至关重要。
