摘要：

国际民用航空秩序的构建是美国关于战后世界秩序构想的重要组成部分,其战略意图和目标就是:凭借强大的航空权力和综合实力优势,主导战后国际民用航空秩序及其制度体系的建立,拓展美国的全球航空利益。为此,美国在第二次世界大战期间就开始了对国际民用航空秩序的政策筹划与制度设计,先后提出了"罗斯福备忘录"、"3·24备忘录"等政策计划。此后,美国以其政策计划为基础,积极敦促有关国家参与国际民用航空谈判,最终推动了战后国际民用航空制度的建立,确立了美国在国际民用航空领域的主导地位。
