本文对欧盟养分管理法规的创立、发展和完善过程进行分析,并列举了主要成员国为实现欧盟养分管理目标,从农牧结合和控制养分投入角度的具体措施,提出了对中国养分管理政策法规建立及其运行机制的启示。
