摘要：

文章通过对北京市社区图书馆的调查,分析了社区图书馆建设中社区参与的现状及问题,提出了应从政治、心理、社会三个不同层面实现社区增权,从而探索提高社区参与图书馆建设的有效途径,以期为社区图书馆的发展提供理论依据和实践建议。
