摘要：

政策科学传统是建立在拉斯韦尔研究路线之上的一种知识传统,它以实现人类的尊严为价值追求,以注重问题导向、情境关系和方法多元为研究特征,并以此区分公共政策学研究的其他分支。政策科学传统已经走过了近60年的历程,其知识生产与发展也呈现出不同的阶段性特征,这为人们研究和分析政策科学传统的历史演进提供了内在的依据。从整体上看,政策科学传统在当前的发展离实现拉斯韦尔的构想还有很大的距离,也遇到了新的挑战和困境,为了改变这种状况,政策科学传统的研究正在发生着转向,因而也呈现出新的发展动向。
