摘要：

The necessity of legislation for the library is illustrated.The principles to be followed in the legislation for the library,such as,to suit the market economy and the development of democratic politics and to adhere to the public welfare to provide free service,are advanced.The paper suggests that we should grasp the opportunity to create favorable conditions for the legislation of the library.
