摘要：

在经济发展初期,尽管政府的"偏爱"行为对促进"受欢迎"城市快速发展、形成经济增长极产生重要的作用,但随着经济发展水平的提高,政府"偏爱"行为所导致的负面影响开始显现,形成不合理的城市规模体系,破坏公平竞争的发展环境,造成资源配置效率低下,最终影响国民经济的整体增长。政府相关部门应正确运用"有形之手"促进城市之间的协调发展,真正实现由"政府主导+市场推动"的传统城镇化发展路径向"政府引导+市场主导"的新型城镇化发展道路转变。
