韩国社会福利国家的未来:自由主义+南欧福利体制?

摘要：

按照二战以后以西方世界为中心而成型的福利国家发展轨迹来看,韩国已然进入了福利国家的"初级阶段"。但韩国从福利国家初级阶段向成熟阶段发展的环境与西方世界截然不同,面临着经济低迷、低生育―老龄化、劳动力市场两极化等众多不利条件。韩国企划财政部2015年12月发布的"2060长期财政展望"以消极眼光看待社会保障与经济发展之间的关系,其中提及韩国社会"主流"所倡导的社会保障战略为:不再新设社会保障项目,阶段性缩减现行社会保障制度规模,逐渐提升现行社会保障制度的缴费标准并降低其支付标准。若照此思路来运行国家财政与社会保障,韩国福利国家难逃向最没有效率的"英美型+南部欧洲型福利体系"发展的结果。
