摘要：

突发事件应急指挥系统(ICS)是美国实施应急指挥的一套政策工具,是联邦及各州应急管理机制的核心组成部分,现已成为美国应急管理中广泛采用的标准现场指挥体系。文章对ICS发展历程、内涵特征、有效性影响因素进行了全面介绍与考察,并提出了美国应急指挥模式对中国建立与完善应急指挥体系的启示作用。
