摘要：

中国公务员制度可以吸纳政府雇员制中的合理因素 ,与其把政府雇员制当作政府内部另一种用人机制 ,还不如把政府雇员制合法化引入中国公务员制度体制之内。这也是近 2 0年来西方国家公务员制度改革的一种有效尝试。
