摘要：

由于历史和现实的种种原因,我国各地区创新能力有着很大的差别。采用泰尔熵分解与主成分系统评估方法,研究各地区创新能力的不平衡状况,分析引起各地区不平衡现状的原因。认为各地政府在制定区域创新政策时,应注重加大市场经济的建设力度,促进企业合理竞争,通过市场压力,促进企业的创新投入,使企业成为区域创新体系主体。
