论述建设信息素质网络教育资源的意义,指出信息素质能力是一种综合能力,由基础到高级可分为基础信息素质能力、通用信息素质能力和基于学科的信息素质能力。开发不同内容层次的信息素质网络教育资源,构建多种形式的信息素质网络教育资源,是开展网络教育的基础。
