摘要：

近年来国际信息公开领域发生了一些新变化。信息公开法律模型从原先的以被动公开为主转向如今的以主动公开为主。信息公开促进机构从以前仅关注信息公开法律的推广,到现在开始致力于信息公开法律的实施成效,并建立了分析信息公开制度实施的若干模型。信息公开法律的实施也呈现出依法和依服务两种不同方式。我国通过了以主动公开为主的《信息公开法》,它对旧有的信息公开制度实施分析模型提出了挑战,信息流通模型应运而生。但是因为我国目前采取了依法方式的信息公开制度实施策略,阻碍了我国信息公开制度实施成效的发挥。
