从结构性改革的内涵、指标体系、经济效应、作用渠道以及短期冲击等多个层面,系统梳理了西方结构性改革的相关文献。通过比较中国与西方结构性改革的背景与内涵,提出中国推行结构性改革需要注意的问题:要注重结构性改革推行的时机;设计合理的结构性改革路线图;认清存在结构性改革短期冲击的本质并努力削弱这一冲击;配合使用结构性改革与传统宏观经济政策。
