城乡基本医疗卫生服务均等化的实证分析——基于泰尔指数的测算

摘要：

文章利用泰尔指数,选取医疗卫生资源配置、健康消费公平两个指标对我国的城乡基本医疗卫生服务均等化进行分解测算。结果表明我国城乡基本医疗卫生服务的差距明显,城乡间的差距是造成总体差距的首要因素,城镇内部的差距对总体差距的贡献度不断扩大,农村内部的差距有减弱的趋向;此外,还存在诸如城乡间的医院和卫生院的床位数差距经历不断扩大再缩小的过程,而城乡间的卫生技术人员的差距仍然逐年扩大等问题。
