摘要：

从创新的概念出发,简要介绍技术创新的出现和发展,并从专利制度和专利信息两个视角对专利进行梳理。重点对技术创新和专利之间的关系进行研究,主要包括:专利制度与技术创新的关系,利用专利信息测度技术创新的优劣势和可靠性分析,以及从技术创新的四大维度(规模、质量、效率和环境)构建专利指标体系。
