摘要：

基于现有国家创新体系研究文献,对国家创新体系概念的演进过程进行回溯,并对其在实践中所涉及到的机构中介作用进行探讨。通过对发展中国家行业协会中介作用的分析,提出了我国行业协会发展与国家创新体系建设的政策建议。
