后新公共管理主要特征研究

摘要：

后新公共管理是一个复合式的概念,包含了整体政府、协作治理、新公共治理、数字时代治理、公共价值、新韦伯主义国家和新公共服务等多元理论模式。后新公共管理改革呈现出新的特征:后新公共管理时代的模式呈现多元化和分散化,无主导范式;后新公共管理改革出现了三重局面和十五种变化;多种模式理论间边界模糊且具有兼容性和互补性;后新公共管理改革是多维的、混合和复杂的;公共行政进行了渐增式变化,公共行政走向平衡和健全。
