国外政治整合研究:理论主张与研究路径

摘要：

国外对政治整合的研究主要围绕国家之间的"横向整合"与国家之内的"纵向整合"两个内容展开。自上世纪中叶至今,先后经历了初创时期、扩展时期、转变时期三个阶段,形成了"沟通主义理论"、"功能主义理论"、"新功能主义理论"、"治理理论"等较为成熟的理论主张。但是,国外对政治整合的研究兴趣显然在国际整合,特别是欧洲一体化的议题上,对民族国家内部的纵向整合研究缺乏关注,无法回应当前出现的新问题。随着时代的发展,政治整合承载的功能已经突破了"国家统一"这个范畴,更加凸显"政治发展"的目标诉求。只有回应不断变化的政治现实,加强对纵向政治整合的研究,才能合理界定政治与社会、国家与公民的关系,推动民族国家的政治发展和政治现代化的进程。
