Based on the investigation and analysis of the general situation of partial provincial S & T information organizations in China and the S & T document resources,users and information services of partial key universities and the library of Shandong province,this paper discusses how to construct the Chinese S & T document resources of the provincial or regional S & T information organizations in a scientific way
