现代政治信任建构的根本原理——兼论制度化不信任的功能与限度

摘要：

与传统政治信任不同,现代政治信任是一种内含制度化不信任的信任形态。制度化不信任与现代复合民主相契合,由合法性、定期选举和任期、宪政与权力制衡等政治原则与制度形式构成,其理论原型是权力的工具性与人性的"幽暗意识"。制度化不信任主要通过保障公民权利、建构优良秩序、增强政治效能等功能建构现代政治信任。但是,制度化不信任的有效性取决于其有限性:不能始终处于激活状态,惯常性地被动用;不存在统一模式,没有普适性。
